Spacek Disappointed With CDSSAB Review

The Mayor of Kapuskasing is displeased with current developments regarding the DSSAB funding formula.

Alan Spacek has spoken on behalf of the Kapuskasing council by stating their disappointment regarding the recent developments with the cost apportionment issue.

Spacek says a recent judicial review of Minister of Community and Social Services Helena Jaczek’s decision to freeze the funding formula has been applied for by Timmins, Fauquier-Strickland, Val Rita-Harty, Mattice-Val Cote, Black River-Matheson and Opasatika.

He says if this review ends up a positive outcome for the city of Timmins, the town of Kapuskasing will be forced to spend an additional $1.2 million on the Cochrane District Social Services Administration Board, alongside significant increases for Cochrane and Hearst.

Spacek says he is disappointed that these communities would challenge the decision from the Minister, especially considering how the financial consequences could be extreme for Kapuskasing.

He says these kind of situations only strain the relationships between municipalities along Highway 11, though he is grateful that Hearst, Cochrane, Smooth Rock Falls, Moonbeam and Iroquois Falls all did not support the motion.

However, Spacek does say he holds confidence that in the end the province will properly defend their decision because of the impact a change would have.

A decision was made in December of last year that DSSAB Boards in Ontario will continue to apply the same funding formula used to calculate municipal levies as of December of 2017.

The freeze was expected to last until December 31st of 2018.
